In 2012, China University of Labor Relations (CULR) was included in the "Special Talent Training Program to Serve National Needs" by the Ministry of Education. Starting in 2013, it began to enroll graduate students majoring in Public Administration nationwide. The program aims to cultivate high-quality application-oriented senior professionals who serve the national economic and social development, harmonious labor relations construction, and the building of high-quality cadres and industrial workers with strong political qualities, deep labor sentiments, solid professional foundation, and outstanding practical abilities. Currently, the CULR's Public Administration program covers four major fields: labor relations, labor and social security, and labor and public safety management. As of June 2020, a total of 328 graduate students have been enrolled in seven sessions of master's degree programs, with 183 graduates obtaining master's degrees. The employment rate of graduates has reached 100%, with over 60% of them working in the public sector. In 2018, the CULR successfully passed the evaluation of the Special Talent Training Program to Serve National Needs conducted by the Academic Degrees Committee of the State Council. In the same year, it was approved as a unit for the establishment of master's degree programs. The CULR has established a Graduate Department as the administrative department for the management of graduate education, with offices including the Graduate Admissions and Employment Office, Cultivating Office, and Degree and Discipline Construction Office, which are responsible for the daily teaching and management of graduate students.

Under the guidance of the "13th Five-Year Development Plan of China University of Labor Relations", CULR, starting with discipline construction, implements classified development, and improves the structural hierarchy. This approach lays a solid foundation for building CULR into a first-class institution domestically and an internationally renowned university in the fields of trade unions and labor relations. The CULR's postgraduate education closely aligns with its overarching goals, striving to build an international, high-level team of supervisors, innovate talent cultivation models, and enhance the quality of talent development.
