On September 20, the 9th International Conference on Science and Practice on "The World of Labor in the 21st Century: Current Status and Development of Human Capital" was held in a combined online and offline format, organized by the Academy of Labor and Social Relations (ATISO). More than 30 scholars and practitioners from Russia, Belarus, Vietnam, France, Uzbekistan, and other countries participated in the conference. Professor Fu Deyin, President and Deputy Secretary of the Party Committee of our university, and Associate Professor Ji Wenwen, Deputy Dean of the School of Labor Education (Institute of Labor Education), were invited to attend the conference online. The conference was chaired by Nina Kuzmina, Deputy Chairman of the Federation of Independent Trade Unions of Russia and President of the ATISO.
President Nina Kuzmina extended a warm welcome and heartfelt thanks to all the experts and scholars participating in the conference. She stated that the purpose of the conference was to objectively and fairly analyze the entire process of labor, evaluate its impact on economic development, discuss the current situation of workers (including employers), and look ahead to the future development of trade union work, especially on topics related to human capital. She emphasized the importance of good cooperation between trade unions and enterprises in the development of human capital and labor market, which is of great significance for strengthening communication, understanding, and mutual trust.
President Fu Deyin reviewed the deep friendship established in the long-term cooperation between our university and the ATISO in his speech, and said that the establishment of inter-university friendly cooperation and in-depth academic exchanges between the two universities are of positive significance in promoting mutual development. He believes that the Chinese trade unions, as the bridge and link connecting the workers, and China University of Labor Relations, as the only university under the All-China Federation of Trade Unions, play important roles in talent cultivation, cadre training, think tank construction, and other aspects. The theme of this conference is also an important topic that our university has been continuously paying attention to and conducting in-depth research on. He hoped that in the future, on the basis of the existing deep friendship and common focus on research, the two universities would continue to focus on academic research topics together with other friendly brother universities, build more in-depth exchange platforms, expand cooperation space, share academic research results, and constantly enhance mutual trust and friendship.
During the academic discussion, Vice Dean Ji Wenwen gave a report on the topic of "Information Infrastructure Construction, Human Capital Density and Innovation", based on the knowledge production function. She used the "Broadband China" policy to construct a quasi-natural experiment and employed the difference-in-difference method to analyze the impact of information infrastructure construction and human capital density on innovation. She believes that in the current context of China's digital economy entering a phase of comprehensive expansion, it is necessary to promote the upgrading of new infrastructure construction in an orderly and steady manner in order to improve the national innovation system. Attention should also be paid to the construction of network information platforms and the open sharing of human capital.
At the conference, representatives from Russia, Belarus, Vietnam, Uzbekistan, and other countries conducted in-depth discussions and exchanges on topics such as "Human Capital: Asymmetry of Investment and Returns", "Development Dilemma of Informal Employment and Non-standard Employment", "Vietnam's Education Development Policy", and "Causes of Unemployment and Ways to Reduce Unemployment Rates".
This participation further solidified the academic exchange achievements between our university and the ATISO, enhanced the reputation of our university among international universities and research institutions, as well as the international influence in related academic research fields. It is of great significance for the future cooperation between the two universities in the training of trade union cadres, talent cultivation, academic research, and other aspects.
