In order to standardize labor dispatch and protect the rights and interests of dispatched workers, the Taiwan Confederation of Trade Unions, which is composed of Taiwan Federation of Industrial Unions, the National Federation of Bank Employees' Unions, the Taiwan Railway Union, and the National Teachers' Association, held a labor dispatch protection seminar in Taipei on December 10 and 11, 2009, in response to the increasingly serious situation of labor dispatch. About 80 Taiwanese union cadres, organizers, and scholars attended the seminar.
At the seminar, Mr. Yeoji Longjing, Deputy Director of the Japan Research Institute Limited, Ms. Kim Kyung Ran, Policy Director of the Korean Confederation of Trade Unions, and Associate Professor Qiao Jian, Director of the School of Labor Relations and Human Resources of the China University of Labor Relations, were invited to make special reports on the current situation and countermeasures of their labor dispatch. Professor Huang Chengguan of the College of Law, National Chengchi University, Xie Chuangzhi, Secretary-General of the Taiwan Federation of Industrial Unions, and Huang Qiugui, Secretary of the Labor Committee, respectively elaborated on the current situation and dilemmas of labor dispatch in China’s Taiwan Region, and responded to questions from the audience on the topic of labor dispatch practices.
In his concluding remarks, Shi Chaoxian, Chairman of the Taiwan Federation of Industrial Unions, stated that research and evaluation on the legal regulation of labor dispatch in China’s Taiwan Region should be accelerated, and the legislative process should be initiated as soon as possible.
