On May 27, 2010, Chinese labor experts and American experts from the U.S. Department of Labor who were participating in the China-US Economic and Strategic Dialogue held a dialogue on labor relations at the Chinese Academy of Labour and Social Security under the Ministry of Human Resources and Social Security. The American representatives in attendance included Sandra Polaski, Assistant Deputy Secretary of the Department of Labor, Virginia Smith, Director of Labor and Welfare Bureau, Michael Kravitz, Deputy Director of the Wage and Hour Division, Li Zhao, East Asia Advisor of the International Labor Office, and Wilma Liebman, Chairman of the National Labor Relations Board. Chinese experts participating in the dialogue included Professor Ye Jingyi, Vice Director of the PKU Institute of Labor Law and Social Security Act, Wang Wenzhen, Director of the Labor Law and Social Security Law Research Office at the Chinese Academy of Labour Social Security, Professor Yang Weiguo, Vice Director of the China Institute for Employment Research at Renmin University of China, and Professor Feng Xiliang, Vice Dean of the School of Labor Economics at Capital University of Economics and Business. The dialogue was chaired by Liu Xuemin, Vice President of the Chinese Academy of Labour Social Security.
Experts from both countries exchanged views on the measurement of the implementation effects of China's Labor Contract Law, regulatory measures during financial crises, and minimum wage issues. In the end, Sandra Polaski, Deputy Assistant Secretary of the U.S. Department of Labor, expressed the desire for coordinated China-U.S. labor relations to converge in the same direction.
Associate Professor Qiao Jian, Director of the School of Labor Relations and Human Resources of the CULR, was invited to attend the dialogue and gave a speech on the implementation effects of collective bargaining.
