With the rapid expansion of the scale of overseas investment and mergers and acquisitions of Chinese-funded enterprises, labor relation risks have become the sixth largest investment risk together with security risks, political risks, economic risks, legal risks, and social risks. Good labor relations governance and risk prevention are the reliable guarantee for Chinese enterprises to conduct cross-cultural operation in the "Belt and Road" initiative, the cornerstone of the society to promote the realization of "the connectivity of people" and the foundation of building "a community of shared future for mankind" based on the principle extensive consultation, joint contribution and shared benefits.
The Trans-Ocean Expedition——Management and Practice of the Central Enterprise’s Overseas Labor Relations in the “Belt and Road Initiative” research team sorted out the macro and micro risks of exemplary overseas enterprises and proposed prevention and control countermeasures and plans to establish an early warning system for the labor relations risks of the enterprise, which provides valuable references for the central enterprises to “go global” (run their businesses overseas) and operate in a compliant way.

Through field research, in-depth interviews, literature review and questionnaire surveys, the research team has learned and understood the management system of labor relations in Chinese-funded enterprises, Brazilian employees’ perception and evaluation of Chinese-funded enterprises’ labor relations management and Brazilian local scholars’ perception and evaluation of Chinese-funded enterprises’ labor relations management etc. On this basis, the team discussed and made a judgment about the labor relations risks in Chinese-funded enterprises, which provides a good reference for the enterprises to bargain collectively with Brazilian labor unions and for the employees to participate in corporate management through various methods, techniques and approaches.
