On July 17th, the third lecture of the "Labor Relations Amidst 2020 Global Anti-epidemic and Resumption of Work", hosted by our university and co-organized by the Labor Relations Branch of the Chinese Association of Human Resource Development was held online. Professor Pan Shiwei from the Department of Labor and Human Resources at the Chinese Culture University was invited as the main speaker and delivered a lecture titled "Challenges and Responses in the Labor Market in China’s Taiwan Region under the COVID-19 Pandemic" online. Professor Jiang Ying, a member of the Standing Committee of the Party Committee and Director of the Academic Affairs Office, attended and presided over the lecture, with over a hundred experts, scholars, and students from both inside and outside the university listening online.
Professor Jiang Ying expressed her gratitude and appreciation to Professor Pan Shiwei for his wonderful lecture in her concluding remarks. She pointed out that through the lecture, everyone gained a deeper understanding of the current situation and coping policies in the labor market in China’s Taiwan Region during the epidemic. She believed that the lecture was very attractive, of high quality, and had a good effect, which resonated with the audience. Using the "Internet+" technology to discuss topics of interest together was both novel and meaningful.
During the lecture, Professor Pan Shiwei started from his years of academic research results, and used detailed data to introduce the changes in the labor market in China’s Taiwan Region under the impact of the epidemic and the challenges it faces. Combined with rich cases, he shared the local government's strategies and measures in response to COVID-19 from the perspectives of labor protection, employment security, and social security. In terms of labor market policies and systems, he raised thought-provoking and worth-discussing topics such as whether the protection of labor rights in the future should focus more on employment security and social security.
In the discussion, Professor Shen Jianfeng, Dean of the Law School of our university, evaluated the effect of the lecture from different perspectives such as comparative research methods, market concepts, risk concepts, division of labor and collaboration between labor laws and social security laws, and tripartite mechanisms. During the interactive session, Associate Professor Li Xingguo of the School of Public Policy and Management of our university, Professor Jiang Yue of the School of Law of Xiamen University, Professor Zheng Shangyuan of the School of Law of Tsinghua University, Professor Cheng Yanyuan of the School of Labor and Human Resource of Renmin University of China respectively discussed with Professor Pan Shiwei in terms of the role played by trade unions in China’s Taiwan Region during the epidemic, the proportion of university students among the unemployed under the epidemic, the labor security of medical staff, the respective responsibilities and functions of labor law and social security law at different stages of development, employment and social security needs.
Professor Pan Shiwei, Ph.D of the School of Industrial and Labor Relations, Cornell University, USA, currently works in the Department of Labor and Human Resources, Chinese Culture University. His research specialties include labor-management relations, collective consultation, labor policy and legislation, international trade union movement, international human resource management, and corporate social responsibility. In his early years, he studied labor movements for many years, and since returning from the United States, he has also held union positions and participated in international union operations. He has come to our university many times to hold lectures and courses for teachers and students.
