On National Strategic Talent Force Construction in the New Phase: Focusing on Talent Education in Institutions of Higher Education

Abstract:Human capital is the core element supporting China's independent innovation and high-quality development. The report of the 20th CPC National Congress has once again put forward the strategies of rejuvenating China through science and education and strengthening China through talent, which requires continuous improvement of talent cultivation in institutions of higher education. Currently, the overall level of talent cultivation in China's institutions of higher education is not as high as we expect, which not only fails fully meet the current needs but also has a signifi cant gap with the needs of its future development. The two deep-seated issues that affect the quality of talent cultivation in institutions of higher education are the problem of the administration of the college education and the problem of the East Asian educational mode. The former is the root cause of many distorted effects in talent education in institutions of higher education, while the latter is a deep-seated social problem that largely restricts the high-quality development of the college education. Thus, this study suggests that China's future talent cultivation in institutions of higher education needs to establish a utilitarian orientation, an innovative orientation, a long-term orientation, a competitive and cooperative orientation, an academic-teaching balanced fl ow orientation, and a moderate education orientation. It should adopt a systematic thinking to view the issues of talent cultivation in the college education and take comprehensive measures to promote universities and other institutions to move away from administration in accordance with the modern educational notions of universities. At the same time, it should start from the source, and gradually transform the examination-oriented educational system, reasonably set up the discipline and dynamically adjust the enrollment volume of different subjects according to the needs, and constantly deepen international cooperation.
On the Theoretical Logic, Strategic Connotation, and Practice Path of Chinese Path to Modernization under the Background of Digital Economy

Abstract:The understanding of Chinese path to modernization in the new development stage must be closely related to the historical background of global development of digital economy and the profound impact of the digital economy on the development mode and driving force of modernization. This study theoretically analyzes the development mode and driving force of the Chinese path to modernization under the background of the digital economy, and proposes that the strategic connotation of Chinese path to modernization is to develop a high-quality digital economy. The study insists that the construction of Chinese path to modernization must focus on developing the digital economy as the starting point, comprehensively consolidating the foundation of the real economy, accelerating the enhancement of government governance effi ciency, comprehensively improving the universal level of Chinese path to modernization, and actively contributing Chinese wisdom to building a global community with a shared future for the cyberspace.
On Leading the High-quality Development of Labor Education with the Spirit of the 20th CPC National Congress: A Summary and Prospect of 100-Year Labor Education in China

Abstract:Labor education plays a fundamental and strategic support role for the Chinese path to modernization. Looking back in history, the development of labor education in China over the past century has experienced four stages of budding, exploration and promotion, steady development, and innovative leap. It has presented different values: serving for political mobilization, production construction and class struggle, economic development, and quality education respectively. Summarizing the evolution of the past century, labor education has always taken the scientifi c theory of the Party as the guiding ideology, taken the pressing needs of the times as the development direction, emphasized diverse forms of education, and provided a reference for its further development. Looking to the future, based on the analysis of the complex situation of labor education development and its fundamental tasks, the status of labor education should be clarifi ed, the goal of value of people's comprehensive development should be established, the essential feature of combining labor and education should be consistently adhered to, and a multi-party education pattern should be built. In this way, the important support role of labor education for the Chinese path to modernization can be fully played, and human resources for China's modernization path can be nurtured, built and cultivated.
On Giving Full Play to the Role of Mass Organizations in China's Social Construction: Taking Trade Union Organizations as an Example

Abstract:As bridges and links between the Party and the masses, mass organizations play a key and unique role in promoting social construction. Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as its core has attached great importance to social construction. This study takes trade union organizations as an example to analyze and point out that the participation of mass organizations in social construction is conducive to realizing the Party's leadership in promoting social construction, implementing the people-centered philosophy of social construction, and implementing the national strategy of governing China based on the rule of law and improving the level of legal institutionalization of social construction. The main tasks of mass organizations in participating in social construction include playing a complementary role in ensuring and improving people's livelihoods, promoting common prosperity, playing a coordinating role in safeguarding rights and resolving conflicts through consultation, and promoting social fairness and justice, etc. Thus, the study suggests the following measures be taken: improve the ability of mass organizations in participating in social construction through reform and innovation; enhance initiative and timeliness by strengthening the role of safeguarding workers' rights in participation; accelerate the construction of an intelligent trade union and innovate the ways of participation; keep within the limits of trade unions participation by striving to maintain political security in labor fi elds; and enhance the participatory forces by strengthening the construction of grassroots trade unions.
A Study on the Formation and Promotion of the Spirit of the Indomitable Struggle of the February 7th Movement: Commemorating Its 100th Anniversary

Abstract:The great February 7th Struggle broke out a hundred years ago, and it was a major event in the first nationwide wave of workers' movements led by the Communist Party of China (CPC). This great struggle forged the spirit of the indomitable struggle of February 7th, and the seeds of this spirit were accumulated through cruel class oppression. The slogans of fi ghting for freedom and human rights ignited the fl ames of this spirit. The spirit of the indomitable struggle of February 7th inherits and promotes the great founding spirit of the Party since it originated from the great founding spirit of the Party and is the practice and extension of the great founding spirit of the Party, promoting the inheritance and development of the Party's spiritual lineage. To continue to inherit and promote the spirit of the indomitable struggle of February 7th in the new era, we need to adhere to the Party's leadership in the workers' movement on the new journey, arm ourselves with the Party's ideology and theory, adhere to the correct direction of struggle, enhance our fi ghting ability, adhere to innovation and development, and rely on tenacious struggle to open up new horizons for the development of the workers' movement.
On the Disciplinary Autonomy of Trade Union Studies in China

Abstract:The autonomy is an inherent characteristic of the discipline and knowledge system. To strengthen the autonomy of the discipline is a fundamental thread that runs through the theoretical research of trade unions in China since the reform and opening up. It is the essential requirement for Trade Union Studies to be an independent discipline. The research objects, disciplinary foundation, and knowledge domains of Trade Union Studies have its own unique characteristics, which are jointly determined by the historical traditions, value core, guiding principles, organizational principles, structural features, and institutional spirit of trade unions in China. This is the basic foundation for setting up a Trade Union Studies. Setting up Trade Union Studies under the Marxist theoretical discipline is a signifi cant event for the cause of the Chinese labor movement and trade union work. It has great practical and far-reaching historical signifi cance for opening up new frontiers of Marxist trade union theory with Chinese characteristics, promoting the development of socialist trade unions in China with the right orientation and innovation, and constructing an independent knowledge system of trade unions in China.
The Integration of "Major, Industry, Occupation, and Employment": A Study of Breakthrough Path for Promoting High-quality Employment of College Graduates

Abstract:During the past three years of the COVID-19 pandemic, the issue of unemployment for college graduates has been progressively exacerbated. In 2023, 11.58 million college graduates face the challenge of employment. To strengthen high-quality development and employment interdependence of college graduates, the government needs to take the following measures: achieving mutual promotion of the high-quality development and employment by strengthening the integration of advantages of college graduates; improving the "industrial chain and supply chain" to meet the dual-cycle demand for high-level talent; realizing employment opportunities for the "free agents association" based on the orientation of digital economy; meeting the expectation of high-quality education by highlighting the leading role of the integration of vocational education and general education; promoting the high-quality employment for college graduates by attaching importance to the positioning of talent strategy layout. Thus, the integration of "major, industry, occupation, and employment" is a breakthrough path for promoting high-quality employment of college graduates.
A Review of Research Perspectives on Strategies to Promote Employment of College Graduates

Abstract:Under the impacts of multiple factors such as the COVID-19 pandemic, the employment situation for college graduates has become increasingly severe. This study, on the basis of sorting out the relevant theories about the employment of college graduates, summarizes the current employment situation from aspects of graduation places for college graduates, university types, their majors and family factors. The study fi nds that the main problems of college graduates' employment are current shrinking demand for labor, worsened job stability, increased "slow employment" phenomenon, and aggravated employment discrimination. The main causes for the above problems are the structural imbalance of employment of the labor market, scarcity of suitable job-positions of employers, insuffi cient employment skills of college graduates, and lack of targeted employment services, etc. To change the current employment situation of college graduates, the study suggests that promoting employment and entrepreneurship polices, strengthening employment services and rights protection, establishing a linkage mechanism between education and employment, and increasing the effectiveness of employment work in colleges and universities. At the same time, college graduates should also adapt to changes by changing their minds, making career plans, and improving their skills of employment.
Research into Employment Quality and Residency Intentions of Floating Population in Flexible Employment

Abstract:Flexible employment has become an important channel to increase income and employment, and promoting high-quality employment for fl oating population in fl exible employment plays a key role in accumulating human capital. This study, using the 2017 China Migrants Dynamic Survey data, measures the employment quality of fl oating population in fl exible employment and explores its impact on their residency intentions. The study found that the employment quality of fl oating population in fl exible employment with different education levels, in different industries and regions is lower than that of fl oating population of standard employment with fi xed employers. Employment quality improving of fl oating population in fl exible employment will signifi cantly increase their residency intentions. Moreover, reducing identity discrimination upon migrant workers in fl exible employment, lowering their diffi culty in buying condo, increasing their training skills, and developing local Internet economies can indirectly increase their residency intentions. The research suggests that the development level of the Internet economy should be improved, a more complete public employment service system should be established, the local social security participation rate of the fl exible employment fl oating population should be improved, and the diffi culty of buying condo should be reduced, so as to improve the employment quality of the fl exible employment fl oating population and increase their residence intention.
Research into Innovations, Risks and Governance Strategies for the Labor Market in the Metaverse Era

Abstract:Metaverse has achieved the comprehensive connection and integration of physical space, cyber space, and mental space, and the domain of human production and life will extend from the physical space to the cyber space. The way in which humans perceive and transform the world, thus, will rely more on virtuality-reality interactions and data-driven methods. Compared with modern society, metaverse labor will realize the transformation of labor objects from the tangible to the intangible, labor subjects from the machine-assisted to human-machine collaboration, labor methods from fi xed attributes to crossing the virtuality and the reality, and labor relations from the single linear to multi-element elasticity. Thus, metaverse labor will achieve signifi cant breakthroughs in productivity and major innovations in production relations. However, the problems it brings will occur in addition to virtual world and real world, such as the risks of alienation caused by the confusion between virtuality and reality, the problem of protection of rights and interests under the view of new forms of employment, and the discussion of responsibilities and obligations about the wave of intelligence, etc. As an important trend in the future form of human labor, it is necessary to accelerate the policy design of metaverse labor, establish a trusted and controllable technological development system, establish a more resilient labor market, improve the system of rights and responsibilities of new business model spanning reality and virtuality, and prevent risks while fully activating its development potential.
Research into Allocation of Working Time and Quality of Life for Gig Economy Workers: Inhibition or Promotion?

Abstract:The allocation of working time has double implications of quantity and structure, which are manifested in absolute working hours, relative working hours, and proportions of various working time. This study, based on the perspective of time allocation, classifi es personal quality of life into four dimensions of work life quality, leisure life quality, family life quality, and physiological life quality. Using food delivery riders as the research objects and data collected through questionnaires, we use structural equation modeling to analyze the impact of working time allocation on the quality of life of gig economy workers. The empirical results show that the variation in absolute working hours for gig economy workers has effects of income, fatigue, and substitution, and is nonlinearly related to work life quality in an “M-shaped” pattern. However, the variation is negatively related to leisure life quality, family life quality, and that of physiological life in a “inverted U-shaped” pattern. The relative working hours will decrease the quality of work recovery and lower the quality of work, the quality of leisure life and that of physiological life. In addition, the more dependent food delivery riders are on their work, the lower their quality of life is. The study suggests that the institutional system should be improved, workers should be trained to have multi-skills, and workers' working time should be managed scientifi cally to enhance the quality of life of gig economy workers.
