A Summary of Several Issues in Union Governance in the Perspective of Modernization of National Governance

Abstract:Trade union governance is an important component of national governance, and the modernization of trade union governance is also an inevitable requirement for the modernization of national governance. Based on the theory of the modernization of national governance proposed in the Third Plenary Session of the 18th CPC Central Committee, the Fourth Plenary Session of the19th CPC Central Committee, and the report of the 20th National Congress of the CPC, this study, taking into account the actual situation of trade unions, explores and analyzes several key issues regarding trade union governance in the new era. It is insisted in the study that there should be dialectical unity in governance of and by trade unions, while governance of trade unions includes participation in governance and the self-governance of trade unions, and the self-governance of trade unions includes the organizational construction and operation of trade unions. To achieve the modernization of the trade union governance system and governance capacity, efforts should be made to consolidate the institutional foundation of trade union governance, enhance trade union governance capacity, and strengthen the governance of trade unions as social organizations. Only in this way can we give full play to the advantages and effectiveness of China's trade union system and promote the modernization of China's labor movement.
On the Historical Conditions and Characteristics of the Establishment and Development of the System of Workers' Congress

Abstract:The Workers' Congress is a basic form of enterprise democratic management with Chinese characteristics established and developed by the CPC, and its development dynamics, participation fi elds, and powers have shown different characteristics across different historical periods. In the revolutionary period, stimulating workers' production enthusiasm was its main development dynamic; in the construction period, socialist ideology and political democracy became the major development dynamics; since the era of the reform and opening up, safeguarding workers' legitimate rights and interests has become increasingly dominant. Moreover, the participation fi elds and powers of the Workers' Congress have also become increasingly clear and rational in the historical development process. They enjoy the right to deliberate and propose on production and operation affairs, the right to deliberate and pass important matters concerning workers' vital interests, as well as the right to evaluate and supervise enterprise leaders, and elect workers' directors and supervisors. These power characteristics both conform to the rational requirements of capital accumulation and take into account various reasonable demands of workers in the enterprise.
On the Historical Origins of Labor College and China University of Labor Relations

Abstract:Labor College, established by the All-China Federation of Trade Unions ( ACFTU ) in Guangzhou in 1926, has clear historical connections with China University of Labor Relations ( CULR ) and its predecessor in terms of its educational philosophy, objectives, main body, curriculum, and student management. In addition, the legacy between Liu Shaoqi and Labor College, Yan'an Workers' School, and the ACFTU Cadre School makes Labor College the earliest starting point in the history of CULR and the beginning of the ACFTU's higher education for worker cadres. This study explores the historical origins of Labor College and CULR, which is conducive to promoting the current construction of CULR, advancing the development of a curriculum focused on morality and character building, presenting the development of the ACFTU's cadre training program, and enhancing the understanding of the historical heritage of labor education under the leadership of the CPC. Hence, it is of strong practical signifi cance.
On the Lack of Subjectivity and Instrumental Rationality Choice: the Role Dilemma and Strategies of Social Work Intervention to Serve Workers in the Industrial Park

Abstract:Currently, China is in a period of economic and social transformation, and workers fi nd themselves in a social environment characterized by "strong capital, weak labor". The involvement of social work in workers' services, thus, has become a strong supplement to government and corporate efforts. After over 20 years of exploration, corporate social work has developed a stable service model. In this context, this research, using empirical survey data as case studies, analyzes and discusses the role dilemmas faced by social workers in the industrial park, including their roles as supporters, service providers, policy infl uencers, resource integrators, and enablers. The study fi nds that under conditions of low social recognition, high administrative intervention and institutional absence, social workers in the industrial park gradually lose their subjectivity and tend towards instrumental rationality choice. The current research suggests that, to help frontline workers overcome their role dilemmas and move towards professional and authoritative development of services, measures be taken in the following four aspects: building a foundation of trust in services, releasing subjectivity, establishing institutional safeguards, and enhancing organizational capacity.
On Digital Labor's Alienation and Its Resolution in the Era of Intelligence

Abstract:With the development of digital intelligence technology, digital labor has presented new manifestations of alienation in Western capitalist countries. These manifestations mainly include the capitalist's unpaid possession of digital labor products, the non-selfness acceleration and discipline of the digital labor process, the alienation of the nature of digital labor subject, and the alienation of digital labor relationships. These dimensions are the result of multiple factors: the private ownership of digital means of production is the fundamental reason, the profi t-oriented nature of the digital capital is the driving force, the capitalization of digital intelligence technology is the technological reason, and the lack of market regulation and labor protection is the external reason. Due to the inherent differences between China and the West in terms of digital labor issues, China, in the new era of digital construction, has effectively prevented and resolved digital labor problems through various measures such as actively promoting the common ownership and sharing of digital means of production, improving the distribution system involving data production factors, enhancing the governance of digital intelligence technology, and improving the governance system of digital labor, etc. These measures provide Chinese wisdom for Western capitalist countries to overcome the dilemma of digital labor alienation and build harmonious digital labor relationships.
Laboring for Humanism: A Study into the Logical Path and Humanistic Dimension of Marx's Theory of Labor Liberation

Abstract:Labor liberation and human liberation, from the perspective of historical materialism, are intertwined processes of mutual generation and shaping. The process of achieving labor liberation is also a process of transcending the alienation of the capitalist labor, leading to the liberation of human beings and the repossession of their own essence. Based on criticizing and absorbing previous conceptions of labor, Marx, grounded in the reality of individuals and their emotional activities, unravels the essential relationship between labor and humanity from the perspective of historical materialism. In general, Marx follows a logical path from affi rming general labor as the essence of humanity, to recognizing the reality of labor alienation under capitalist society, and fi nally critiquing and transcending it to restore the essence of humanity. Hence, clarifying this logical path and the humanistic dimension within it is of great theoretical and practical signifi cance for promoting self-understanding in the new era and the development of labor education.
On the Protection of Workers' Personal Information in the Public Law: A Research Perspective on Safeguarding the Right to Informed Consent of Workers

Abstract:With the increasing use of artifi cial intelligence technologies such as algorithms in labor management, the shortcomings in the protection of workers' personal information, in recent years, have become more prominent. The issue of personal information protection for workers is increasingly common in practice, with a growing number of related judicial cases. Through an analysis of judicial cases, it is found that the private law does not properly protect workers' personal information to the full extent. First, the principle of informed consent for workers is diffi cult to implement under the algorithmic black box. Second, workers fi nd it challenging to assert their personal information rights through contract review models. Due to the unequal nature of labor relations and the instrumental nature of personal information rights, it is necessary to introduce the public law to protect workers' right to informed consent. The protection of workers' personal information rights relies on administrative supervision centered around labor inspection departments, which is superior to the contract review conducted by the judiciary after the fact. Specifi cally, labor inspection departments should supervise employers' implementation of the principle of informed consent while dynamically adjusting the specifi c standards for implementing the principle based on technical criteria. Only when determining whether workers' personal information is reasonably protected in individual cases, classifi cation collection criteria should be used.
A Study into the Intrinsic Meaning and Practical Path of Integrating Labor Education into the "Great Ideological and Political Education Course"

Abstract:Carrying out labor education is a concrete practice to promote the spirit of model workers, labor spirit, and craftsmanship spirit, which is of great signifi cance in the context of constructing the "Great Ideological and Political Education Course "GIPEC". The construction of a "large classroom", the establishment of a "large platform", and the cultivation of excellent teachers are new requirements for the comprehensive promotion of the "GIPEC", providing practical guidance for integrating labor education into the course. The integration of labor education into the "GIPEC" has profound intrinsic meaning. Labor education and the "GIPEC" share the same educational pattern, achieve internal coupling, and have essential connections. Currently, we still face practical challenges such as the urgent need to improve the labor education teaching system and expand the fi eld of practice, insuffi cient safeguard measures, and the formation of collaborative forces for nurturing students. Therefore, it is necessary to enhance the effectiveness of labor education in the "GIPEC" by utilizing the social large classroom, establishing a large resource platform, and constructing an excellent teacher system for labor education.
Research into the Signifi cance, Current Situation, and Implementation Path of Integrated Labor Education in Each Stage of Study in the New Era

Abstract:After entering the new era of socialism with Chinese characteristics, a large number of schools have achieved fruitful results in labor education. However, due to the progressive and embodied nature of cultivating labor literacy, there are currently problems in China's labor education, such as a lack of systematic and collaborative learning between different stages in China. Moreover, due to the limitations of time and space barriers and stage objectives, it is diffi cult to comprehensively implement integrated labor education across different stages without scientifi c planning. Based on the theory of educational systems, this study focuses on the characteristics of labor education in each stage of study in China, which extends hierarchically in structure and emphasizes knowledge and skills while maintaining orderly coupling. It is suggested that labor education in each stage of study should always meet the intrinsic needs of students and the laws of their physical and mental development. By focusing on the real-life situations of students' lives and learning in various stages, labor knowledge dissemination and practical teaching should be based on students' individual foundations, gradually improving their labor literacy, thus effectively breaking through the temporal and spatial barriers of labor education. At the same time, a regional school community can be established by advancing vertically and cooperating horizontally, comprehensively depicting the longitude and latitude of integrated labor education.
Research on the Supply and Demand Trend of College Graduates and Youth Labor Force in the 14th Five-Year Plan Period and Beyond

Abstract:The supply and demand situation of youth labor force is crucial for analyzing the youth employment issue. This study, using data from the Seventh National Census, China Labor Statistical Yearbook, and China Education Statistical Yearbook, analyzes the situation of youth labor force supply and the new labor demand in various industries during the 14th Five-Year Plan period and beyond. The study fi nds that the number of college graduates in China is showing an expanding trend since 2010, with a continuous increase in supply. The forecast results show that from the present to 2035, China's labor market will face an imbalanced situation with oversupply, especially due to the increasing number of college graduates and the backlog effect of expanding enrollment, the employment pressure on college graduates and other youth groups will be further highlighted. To promote high-quality and full employment for college graduates and other youth groups, the study suggests that supply shock and structural contradictions be resolved through enhancing job matching, optimizing employment conditions, strengthening employment assistance, and actively guiding youth to participate in rural revitalization programs.
On Leisure Expansion and Gig Economy: How Automation Drives Net Employment Growth

Abstract:Automation can create new jobs whilst it also threatens employment. However, there is still a broad debate in academia about the net effect of the two types of impacts, i.e., whether automation can lead to net employment growth. By establishing a task-based production function model with technology and leisure simultaneously endogenous, this study examines how leisure expansion and work flexibility enhancement provide a feasible path for automation technology to generate net employment growth. Based on econometric tests of economic data from China, this study deepens the internal analysis of the employment effects of automation by identifying a feasible path for automation to create net employment growth, i.e. automation development → labor productivity improvement → leisure expansion → technology-based gig economy employment → net employment growth. The study suggests that comprehensive support be provided to promote new employment forms and enhance the employability of the technology-based working population; relevant institutional support be strengthened to encourage "secondary innovation" based on new technologies; and industrial cross-fertilization be encouraged to strengthen the combination of automation employment with consumption upgrading.
